The FAA occupied the shorter tower from 1984 until December 7, 2002 (18 years) when they moved into the taller tower. The taller tower was built so that the air traffic controllers could see over the new northside terminal (Concourse D) being built for American Airlines. Otherwise their view of taxiways and a portion of 9L-27R (now 8R-26L) was blocked by the height of the new terminal.
