Lack of electricity or water does not give Council Tax exemption (I guess this is what was referred to, rather than personal tax, which does not apply to property) - tax is due on the property. Even an empty unfurnished house is not exempt (other than temporary discount). Not paying taxes sounds like a local myth - see the DirectGov web site section on Council Tax, it has a specific section on 'Discounts and exemptions'. Properties whose owners are in jail are exempt - unless they are there for not paying their Council Tax! ;-)

And they might add something on if they think you have a nice view :-(

I grew up on a farm that had no power, water tank on the roof. With a view like that I would be happy as a bee in a honey pot.

Apparently that house has no electricity or water so the owner doesn't pay any taxes. Who needs power and water with a view like that?
