Sir, To the best of my knowledge this machine is a Papec Silo Filler. Corn was cut in the field and bundled. It was fed into this machine in bundles and chopped into silage then blown into the silo. The Papec filler used on my Grandparents farm seems to have been much larger than this model. It was powered by a Case steam engine and was used to do custom silo filling in lower Michigan in the late 40's and very early 50's

It looks like a hammermill to me. The pulley ran a belt from the pulley on a tractor or a hit and miss engine. Whole ears of corn was reduced to animal feed by flail hammers inside and the series of holes in the side allowed air into an internal blower to propel the ground feed up and over to a sacker assembly.
