Under the red paint

Zhong Guan Cun Da Jie, a street in Hai Dian, west of Beijing. Under the red paint, we can see through some words and phone numbers people wrote there for advertisement. One of them on the left says "°μΦ€‘° meaning they can make fake documents for you.

It was about 2 years ago when I walked in this street.
Had it changed that much?
I walked in HaiDian district... and dont remember to see this street.
Beijing it's changing very fast !!!!
