A study in incongruent layers: peaceful police, harsh barriers and signs, child-like balloons, and all before a background honoring Winston Churchill, who for so many years represented the power behind the British Empire. The political strife that still continues in the countries such as Sri Lanka, once part of that same empire, is, ironically, part of Churchill's legacy.
