Clock Tower (Bird Perch) look closely at the top.....

Kaiserslautern

The Clock Tower is part of a military barracks complex, built 1913
by Architekt Rudolf von Perignon. Hitler extended the building complex during
1937/38. The Tower was used as an Officers' Club. After WW2, the US Army
took over the barracks and is still in use today.
