After consulting my books e.d., I think this must be a male of Tropidia sp.
They also have a flange like structure on the underside of femur 3!

A mystery! If I would have been in Europe, I would be certain of the genus Merodon.
Clearly visible in this picture are the flanges on the ventral side of the femur of the third leg.
But.....in the USA their is supposedly just one species: Merodon equestris, and I am sure this is not that species! Very interesting!
You should send this picture to an expert in American syrphids, like Dr. Christian Thompson of the Smithsonian!
