Who says waterfalls always have to be silky? I often try to shoot waterfalls both ways (although it can be a pain when it involves adding/removing a ND filter). In the past, I didn't care much for silky looking waterfalls, but now I like them equally both ways. I think the stopped waterfall like this shot gives a greater sense of the power, while the silkiness brings out the beauty.
