The extensive white on the head, divided by a dark line through the eye, is characteristic of Bald Eagles in their third year. But the gray bill, cream-colored iris, and extensive white on the underparts inclines toward second year, and that's what I think this one is. There's lots of individual variation among second the third year Baldies.
