A town up in the mountains, about six hours by bus north west of Baku. I stayed two days, in the Karavansary Hotel. An amazing place run by a very friendly guy. The area has some great sights, including an old palace and a 2000 year old Albanian Monastery in the nearby town of Kish. It was cloudy and rainy the entire two days I was there, so you won't see any pictures of the mountains i was reliably assured are there.
