It's a portable tube tester. The area at the top once contained a scrolling roll of settings for common tubes, the rows of rotary switches in the upper half of the box set the pin connections to the sockets, and the dials at the bottom set the testing parameters. This looks like it might have been a military field unit, but portables like this were still in use when I worked on tube TVs in the mid-60s
