The canopies you see are the base camp for a Christian relief organization. They're located just west of the Wal Mart site in Pass Christian.

The red and white canopy is "God's Katrina Kitchen" the white canopies are distribution centers for donated goods. It was started by a business man named Greg Porter from Indiana that heard a call from God to help as long as it takes. God's Katrina Kitchen serves an estimated 2500 to 3000 people everyday. Consisted of residence, workers, contractors, security, volunteers and anyone hungry.
