When the water in the River reaches a certain height it begins to seep through the pine "needles".
This water eventually becomes just high enough in the Spillway to create great interest for birds, fish, and sportsmen. As of this date the road through the Spillway is closed to traffic but many sportsmen are training their dogs and others are fishing.
