Good catch of the flare... oil and gas has a lot of them. This could very well be a photo from Texas. It's sad, but I'm not smart enough to have the solution.

I guess it's both. The same thing they say about the agricultural runoff that finds its way into the Mississippi from Minnesota and adds to the dead zone in the Gulf.

Or the progress of man. That's a lot of smoke and the flame coming out of the one stack is kind of surprising. Nice journalistic capture.
