The government powers that be have come with noise, and at night, flares, to scare the birds out of the rookery. I think the government agency's motto is "Scrape the Earth Clean."
Some die-hard birds keep trying to stay. Breaks my heart and I am making it as difficult for them to make their noise and shoot their flares as I possibly can.
