The buoy marks the SS Spanish Prince, a wreck that lies between the buoy and the lighthouse.
In the wars block ships were sunk to close the southwest entrance to the harbour.
Some were removed and this entrance has been open for many years.
The buoy is still in position so I presume the work is not complete.
