Radio Television Hong Kong has long operated on BBC-like editorial guidelines despite being structurally a government department. It has been described by Reuters news service as "arguably the most liberal and critical public broadcaster operating on Chinese soil today".

That independence has not come easily, as the BBC's has not come easily. No government sets up a public broadcaster to be critical. RTHK has fought, day by day, year by year, for its ability to report objectively, untrammeled by political fear or favour, or by commercial interests.

The Hong Kong public have frequently said that they trust its integrity more than that of other local news organisations. It's extremely well considered by the majority of Hong Kong people.

And yet a recent government-appointed committee on public service broadcasting proposed that RTHK should NOT be allowed to become an independent public broadcaster, but has instead suggested creating an entirely new organisation. While it claims this is in line with "international best practice", there is not one example internationally of this being done.

Beijing-friendly individuals have made no secret that they have long wanted Radio Television Hong Kong brought into line.

Critics say the proposed new public broadcaster - to be controlled by people chosen by the Chief Executive - is a trojan horse inside which hides the intent to sideline and/or kill the 79-year-old station.
