Uh, not exactly. That is a Puget Sound Garter (Thamnophis sirtalis pickeringii), you can tell by the scalation & head shape that it's a Common Garter (T. sirtalis) and by the color & pattern that it's a Puget Sound Garter (T. s. pickeringii).
