You're right - these critters have fast reflexes. Forget about regular TTL flash. I either set up a manual flash trigger to an external flash (in SU-4 mode) or, in this case, I use the flash value lock button on my D200. When I push this function button, the camera does all the pre-flashes and calculates the flash needed for the exposure. That's when the cat blinks. Then I press the shutter and the flash fires the final single output flash to get the eyes before the blink reflex. Whew!
