Redpoll - Common or Hoary?

On 29 November 2008, I photographed this pale-headed redpoll (bird on right in most photos) among a flock of Common Redpolls in northern Wisconsin. The bird's pale head caught my eye but the rump is streaked, the sides have heavy streaks, and the bill is not small. The undertail coverts are tough to see but they had a few small streaks, seemingly in the range for either Common or Hoary. My initial impression was of a light Common Redpoll but in retrospect, I'm wondering. Help me out -- all comments relative to this bird's ID are welcome.
