A long time ago, on a winter's day (so the story), a Frankfurter visited Offenbach and was attacked by dogs. When the stone he wanted to throw to defend himself proved to be frozen to the ground, he cried out in frustration that Offenbachers tie down their stones and let their dogs run free.
