can I place 1 or 2 in a 20 liter tank? tank is still empty,need to find suitable fish or shrimps

No please dont put in this kind of fish in such small tanks. At least this kind of goldfish need about 200 Liter volume and more. For small 20 liter tank, shrimps are the best choice.
