Saint-Pierre et Miquelon is a group of small islands only a dozen miles off the coast of the Canadian province of Newfoundland, but which belong to France. This is France's oldest surviving overseas territory, and also the closest, despite being separated by more than 2000 miles of ocean. It's note a full departement, but is affiliated with the European Union, the euro is used, substantial social benefits are available (and necessary since the fishing industry is practically dead), and residents vote in French elections and referendums.
