It is a pupal case. The crinkly thing above it is the cast off skin of a caterpillar; the head capsule is at the lower end. I think you can see where the caterpillar had chewed on the flower stem. The pupal case I believe is the resting case of a wasp that parasitized the caterpillar. 'Circle of Life' stuff!
