I selected an area of this and then chose "edit" and "copy" and then "paste"
- which pasted the basil into a new layer in exactly the same position as the first.
With this new layer selected I could bevel the edges within the photo.
Then added a shagged edge, drop shadow which I cropped, and then the frame.

I keep finding new thing Elements will do - thanks Adobe!
