Tourist are not aware by wearing a short, we actually almost are seen by Tamils that you are walking in your underwear, in Karnatakka they even feel offended if you have no long sleeves shirts and there they rather look at your legs or arms considered indecent.
Lucky Tamils are rather tolerant and broadminded on that level.
