If you feel gutsy and the beast is already dead replace all the capacitors and it most likely will work again. But it must be done with extreme care so as not to damage the board or create solder bridges.

Yep This is off a motherboard. The motherboard has blown electrolytic caps. I suspect the problem lies in this section if not this support logic or the IC it's self. I did not realise that someone would recognize the IC and its function otherwise I would have skimmed it, A toaster with a controlled power ok function. LOL. Good spot.

I have always liked this type image but when I post them I get very view commets. I like this very much. to add more info this a is voltage converter device that reduces the five volts from the power supply to lower voltages for CPU usage. It also does the following
7.4 Power OK
The W83301R use a bi-direction Power OK signal to ensure the system can work
normally. When the system jump from state S3 to state S0, the W83301R will monitor the
input signal from PWOK pin to ensure that external system power is OK and then switch
each outputs into S0 stage; In the other hand, the W83301R will pull down the Power OK
signal to inform the system that a over current and induce under-voltage occurred.
