Thanks desaroo. I use PS CS2. To get this effect start with amonochrome image. Duplicate the layer, invert and change blend mode to colour dodge. You now should have a completely white image. Apply Gaussian blur to taste (the more blur you apply, the more you image will appear). Play with brightness & contrast to taste then use 'Artistic - Smudge Stick'. Finally I made an eliptical selection from the flattened image and moved the selection onto a white background.
