This is engaging, well-seen, and unusual for an urban scene. It is important to include the urban buildings in the background, as you have done. As much as I want to look at the fisherman, what I see first is the big white triangle of water that dominates the scene, and what I see second is the white sky. This photo was well-worth a "grab"; you have done that well. After that, tonal range, and perhaps a lower viewpoint, could improve the image considerably.
