The director of the school on Kotsyobynskoho Street (across from the Ukrainian church) told us on 09Jun2011 that these papers were found in various school buildings during renovations, and collected into a box for storage. Some of these buildings were a synagogue, a bath house, and the Judenrat office before or during WWII. The photos here are of a sample of the papers in the box.
