It's by Frank Sutcliffe a well-known Whitby photographer of the turn of the 20th century. Go to www.sutcliffe-gallery.co.uk, then select Gallery, then select Fisher People and it is about 10 rows or so down. An era long departed but thanks to him we can still see it.
