Aircraft landing USS Randolph

This aircraft is taking a pass, not landing. He wasn't at the correct glide path. Notice the row of lights and screen at the base oft the island structure. The pilot bases his landing in what he sees. The Landing control officer is the final "word" on landing. Procedure must have changed since then.

It does not appear that his tail hook is down. Was this a planned "touch and go", of did he perhaps forget...?
