these were the boats people tried to escape to freedom in, using their hands, bits of wood or shoes, if they owned any, as paddles. With any luck they'd be picked up by larger boats and rescued. Without luck, they'd drown. Half of the people who tried this exit route, drowned. They left without knowing if they'd be rescued or drowned.
