Your are right, it is an E-4B, 747-200 aircraft. It is an airborne command post. Has been known as the Doomsday Plane. How do I know? I am a Crew Chief on that aircraft.
There are 4 of them stationed at Offutt AFB Neb. The Sec. of Defense also uses the aircraft to travel overseas.

Thanks for writing, Dylan. That aircraft that being refueled is an E-4B Advanced Airborne Command Post also known as the mobile Pentagon or Mobile White House.. My first thought was that it was Air Force One also but noticed that it didn't have as much blue as the one I see the President getting off of on TV... I mislabled my photo but have corrected it since you pointed that out. Thanks for writing.

That looks like Airforce One. You got a good shot but the wing obscures the rest of the writing. Must be af1 because I doubt a military plane would be refueling a United Airlines jet.
