I've blown up the name of the movie advertised. It is "The Wild Party" and according to IMDb was made in 1929 starring Clara Bow and Fredric March. Since the Esquire theater usually showed first run movies, this should confirm the date of the photo as 1929.

The Pelican Theatre was built by W. D. Miller for Harry Poole who experienced financial and legal problems during the depression in the early 1930's, resulting in Miller taking over the operation of the Theatre. It was sold to the George Mann Theater Company, San Francisco, who owned the Esquire and Tower Theater's in the 1940's. The Pelican was originally designed for stage productions but was modified for "Talkie Pictures" when the became popular. It was the largest theatre between Sacramento and Portland and featured many of the most popular actors of the day, who traveled by railroad and stayed at the Willard Hotel while in Klamath Falls.
