This is a dark-morph Harlan's. This subspecies comes in a variety of plumages, from the rare and very beautiful light-morph (I've seen only once) through birds like this with scattered light feathering, to totally unmarked blackish birds. The tail of Harlan's are also very variable, most often grayish overall though.
