Why do the new Activity Buses look so much like the buses used for the Texas Dept. of Corrections?

Yes these do look like DOC buses, but I'm wondering why the school district needs to spend additional money for "special" buses. What's wrong with the yellow ones? Another waste of tax payer dollars if you ask me.....
