The bridge in the picture, the Queen Emma Pontoon Bridge built in 1888 is a pedestrian swing bridge - normally it gets you from one side of the harbour to the other, but it must be swung open to let the ships in. In the olden days they used chains going from one side to the other. When the gate is open, you can get back and forth by a free ferry.
