This equipment circulates water in the artificial lake in the distance (barely visible in front of the houses). It's in a housing development is called "The Lakes." The water is re-used wastewater from homes. From what I gather, there are two wastewater systems in Maricopa---one for toilets and one for everything else. The "everything else gets treated and re-used in the artificial lakes and in landscaping.
I like riding my trike through this area because its expanse of empty dirt lots is a nice change of pace from the boring housing developments.
