At the risk of putting my neck out on a limb here, I am going to change my call on this one. This image has given me trouble ever since I first saw it. I am going to say that this is Todirhamphus s. sanctus (Sacred Kingfisher). This species is not mentioned in the Kennedy Guide as ranging. We have not included the species on the WBCP Baseline List as occurring. The only mention that I have of it is in the Clement's List ranges but I do not know on what basis.

I've looked at this one pretty hard. I did not remember race collaris of White-collared KF as having this much black mask. I was also trying to convince myself for various reasons that this was Rufous-lored KF. This for me is just Todirhamphus chloris collaris (White-collared Kingfisher).
