These photographs were taken during the 2004 trial runs of Puerto Rico's new rapid transit system, built at a cost of $2.25 billion. The train, which stretches across 17 kms between the municipalities of Bayamon and Santurce, is the most expensive infrastructure project in our history. Used by around 32,000 people daily (only 27% of projected passengers), it generates annual revenues of only $11.0 million, about one tenth of its annual operating costs.
No wonder the project has been labeled as just another White Elephant!!
