I'm going to guess it could be a stabilizer, its shaped sorta like a wing. It might reduce any crazy air currents from forming with how fast the disk spins, it's a 7200 RPM model.

The shorter one on top, not the read/write head. Looks more like duraluminum and not plastic, though. What is it supposed to do? Keep the read/write head in a locked position?

The HDD picture is IMO a great example of geekery, it's not photo geekery but its geekery nonetheless! That was one of the first HDDs I bought and it lasted over 7 years before I dropped it. I almost ended up loosing over 200GB of photos if not for a tip from a user on Reddit to freeze it over night.
