A public flogging was the punishment the Bushranger received for robbing the train of it's gold shipment. The convict, in shackles as you can see, most likely had his sentence reduced for carrying out these orders.

Love the one in the stocks too. They don't look quite as lean as I would have expected these early settlers to be either. Great action though!
