The plugin is included in MS FrontPage 98 and 2000, which is no longer available at stores. People have been picking it up on ebay. A Mac version is available as "Paint Alchemy". Appreciate your interest.

Thanks Shelley. Yes, they were done in photoshop using a plug in filter called 'impressionist' from earlier versions of MS's FrontPage.
