Although the orange bill in this female Common Goldeneye suggests a possible female Barrow's Goldeneye, the head and bill shape appeared similar to the neighboring typical female Commons (note that this female's head shape is sleeked down a bit in this pose). I have regularly seen orange-billed female Common Goldeneyes in MN while scanning through thousands of goldeneyes annually and believe they represent roughly one in several thousand.
