The staple's would appear to be later replacement's for an original "double-dovetail"metal piece.

Wonderful shot! The staples were possibly hidden, or dressed in stone originally which would have protected them. Very interesting!

These are common among ancient megalithic stone sites. Ancient sumerian stories trace these techniques back to temples built by the gods themselves.
