Hey Randy,
I think this may be a female common whitetail.
Here is a link to a twelve spotted.
I'm no expert but I've seen many of these around my yard and I think it's a whitetail.
Here is a link to a twelve spotted female description. The picture on this link is of a male but the description below sounds like this one. See what you think. Some of this dragonflies can be difficult to ID in my opinion.
