All covers in lamposts around the castle are sealed by the police. If the seal is broken, the inside will be inspected for bombs.

Dave, for some reason there appears to be more policeman in Windsor (a lot more) than there would be in an equivalent small town elswhere. These seals are checked very often.

But first someone must notice that the seal has been broken. I assume that there are regular security patrols that check for such things.
