Streetlamp emitting coded signals.

There is a huge number of people in the world who buy and use radio scanners. They spend millions upon millions of hours listening and checking every section of the radio spectrum. No message or information is safe from the listeners. Prince Charles can vouch for this. Project Echelon covers just about everything.
How many people check the visible light spectrum ?. A number approaching zero.
Light waves are cheap and easy to propogate, and travel at the speed of light, forever.
Aliens use street lights to communicate. Who notices or cares about a street light that appears to be malfunctioning. Compare this one to the next photo of one working properly, i.e. not taken over for interference free communications.

Hmmm...looks like this might be an alien ship disguised as a streetlight. Seriously, I remember a brief period during the mid 90's when some streetlights would go out anytime I either walked by or drove near them. By coincidence, that was during the time of my heaviest involvement with the subject of UFO's.

The professor should know that good things take time. It's better not to rush these things. Our men are methodically checking all the algorithms. This gives me a good feeling about Anerican culture, even if the concept of a triumph is ignored.

John, our top mathematicians are checking one claim you make---that light waves travel at the speed of light. This is not meant to cast doubt on your authority; it's just a new one concept for us. I'm sure that we will arrive at the same conclusion as you have. It's too early to say whose culture has triumphed.

John, I must congratulate you on this discovery---it's a significant breakthrough! My scientist friends think that this is a frightening improvement in the level of communications efficiency over that demonstrated in one of your railroad graffiti photos. You are onto something big here. Have you informed the Special Investigations Branch? Caution: if the light is pulsing, anyone within a few meters/metres could suffer some unpleasantness (details are classified) in a year or so.
