SO MUCH SAND

I remember being told that when the site, for the new park, was leveled they would use the soil to do the job. What did happen was that the top soil was scraped and put in a heap. The clay sub soil was scraped away and put into a couple of mounds alongside the only road that you could see onto the park from and then the top soil was put onto the mounds. The mounds are about 6 feet high and when the proposed shrubs have been planted on and around them they will create a natural barrier and stop residents and passers by seeing into the park except at the entrance. But why have they brought in so much sand and what is going on top of the sand. Please do not mention the lack of drainage.
